I'd actually more or less forgotten about Hilltop Road. Like, sure, it's a mysterious eldritch location and we've been there a whole bunch of times-- and we have some evidence it's a gateway into alternate realities-- but I figured it had been resolved with "It was a Web stronghold that Agnes shut down" and that it was some kind of failed plan. There are a fair number of Web things that were just... lying around being creepy. But once you think about it, Hilltop Road never really resolved. We went back to it a bunch of times and several major characters were fighting over it (and for all the horror we've seen doled out, it's the only *portal* we've encountered), but the last time we saw it Annabelle said "don't come here again" which strongly implies it still being active.
It's been stated that Hilltop Road contains a "scar in reality." So it follows that if there's any way to shove the powers back into the reality they came from, that would be it. We know Annabelle is up to something and it's been hinted that the Web doesn't like the world being the way it is as much as the rest of them do because everything is too blunt and less amenable to manipulation. We also know that whatever she's doing she doesn't want the Eye to know about it. And we know that the Web has a prior claim, so to speak, on Jon, since it got him first.
Given what the last conversation Martin and Jon just had consisted of, Martin going off with Annabelle makes sense; she's been reaching for him from the beginning.
