Theorizing on the Reread

Theory: Marcia is Maeve.
Think about it-- reread The Unkindest Tide in light of what we learned in A Killing Frost. Amphitrite can't quite recognize her blood. Marcia explains this as being thin-blooded, but Amphitrite flat-out can't recognize her line and the only reason this isn't pursued is distraction. Being thin-blooded shouldn't do that. Marcia's not tempted by the Selkie skin at all. She's very, very good with marshwater charms, and she'd displaying a lot of awareness of all the forms of everything for someone who Toby described as basically an airhead when she first showed up. Marcia's always extremely vague any time the subject of her heritage comes up.
Oberon was hiding as a random San Francisco police officer. For whatever reason everything weird happens in the Mists; quite aside from "it's where the plot is happening". Police officers are in terms of cultural mythology very close to Oberon's line's thing of "people who go heroing", especially when you consider that this was plotted and written well before the current upheavals; he starts making cameo appearances in books that came out years and years ago to prepare us.
Marcia worked for Lily, who was an Undine. That's water. Maeve's whole thing is water. Oberon disappeared on purpose, but Maeve went wherever she went after the Ride was broken, and we *know* that didn't kill her all the way; Toby and the Luidaeg have both been able to call on her magic for help. If she's more self-aware than Oberon but either she can't break out until someone notices or she's trying to avert some kind of disaster if she shows up too early, she'd still be able to offer up magic and hear herself be called on if you know the right invocations.
