Having a finite amount of time and energy means focusing one's efforts on things that seem likely to work, which requires some amount of looking at what might happen. I'm not saying don't take action; I'm saying that because I don't believe there is a public pressure campaign that can work on Congress, the actions I am taking are not directed at Congress. That's not the same thing as giving up.
